Intallation error connecting to database

Error: "Unable to select or create database atutor"
web browser being used - Explorer 6.02
On step 2 of the installation, I cannot get ATutor to connect to the MySQL database. I keeps unable to select or create database.
On my system I have ensured that this user has full rights...but still cannot get passed step two.
