I would like to know how an instructor can mark an open-ended test question response. When creating the test question, there is no option to provide a bank of acceptable answers. And, when reviewing the completed test, there is no way to mark an open-ended response as correct.

I believe the course instructor can log in and mark those open-ended questions. If not mistaken the instructor is able to give a mark on those questions.

Everything seems to be working as it should. Perhaps you are doing something wrong. See the handbook section on creating tests.
Since there are no details provided, there is little we can do to help
