Yes you can customize the header with a swf.
If you want to change the language, use the administrator's Language Manager.

No you can not replace the background image pub_default1.jpg with an swf. Though you could modify the code in the header templates to remove the background image and replace it with the code to display the swf.

This is not really something we can help you with. The example site I provided has the markup needed to embed Flash in the header. Please review it.
