My apologies in advance if this information has already been covered. I have been searching for quite some time and have not found any information on it.
Is it possible to restrict the chat function so that it is only open when an instructor present? Or, perhaps to disable it? I am using version 1.4.2

If you have access to the source code you could comment out the links to the chat to disable it. There is currently no enable/disable feature.
