Unable to load a new language pack

I've downloaded a language pack from the ATutor website. As an administrator I tried importing it but it keeps giving me the following message: "Unable to create directory". What do I need to do to complete this task?

    Thanks,

    Information?

We need information about your system to help. See the list of things you can describe, that you delete from the forum message form before posting.

In addition, which language pack are you trying to install, on which version of ATutor?

    Information

I'm running ATutor 1.4.2 on a Windows 2000 Server. PhP Version 4.3 and MySQL ver 4.1. I've downloaded the spanish language Pack. When I try to upload I get the following message: Unable to create import directory

    Create the import dir manually

Not sure why your system is not creating the import directory, unless the permissions were not properly set during installation.

Try creating the import directory manully, and making it writable.

    it should be in:
    content/import

make sure the read only box is unchecked for the content directory and the import directory

    Information

All permissions have been set to write on the appropriate folders. Atutor did create the folder successfully but it was unable to write the file even though permissions have been set to 'allow write'. Any other suggestions?

    Thanks,
