my default language on atutor1.4 is "en" and its charset is iso-8859-1, but I would like to change it to windows-1256. So is there anyone whom can help me in this regard? I have gone through all programs and databases but I didn't find the related file for editing.

Hi,
You can define the default language in :
include/config-info.php
But first you need to download your prefered language and install it in your Atutor.
Now if your PC language is set to your prefered language, then Atutor will will defaylt to that language.

Character sets are defined in include/lib/select_lang.inc.php
What language are you trying display? Windows-1256 is used for Arabic languages.

Yes, I wanted to see both en and fa language together and now I changed en charset so that in en language I can see fa language sections
