We are working on a project to identify a viable LMS solution for a large government client and would like to learn more about the tracking functionalities of ATutor.
Does ATutor track user logins, length of time logged in, answers selected on test/quizzes, each attempt by a particular student, and location (for bookmakring)

Mostly yes.
Logins are tracked per course, not length of time logged in per student.
Content usage is tracked, as a whole. Number of times a page is accessed, and cumulative time spent on pages
Content usage per student, number of times pages are accessed and cumulative time spent on page is tracked
Quiz answers tracked, for individuals, and by question item for item analysis.
Not sure what you mean by location/bookmarking.
You can also install the gamification module, which tracks a range of tool and content usage as well.

Things to describe:
Operating system ATutor is installed on - windows 10
ATutor version - 2.2.2
ATutor theme name - default1
PHP version - 5.6.19 x86
MySQL version - 5.7.11
actually im use EasyPHP-Devserver-16.1.1
Web browser being used -chrome
on my still none found i have look at content - usage - Student Specific Usage still none like this

Do you have students in the course, and content they have been navigating through?
There is no tracking for instructors.

the student has been submiting 1 quiz and coment this.

Tracking is associated with content, not tests.
I do not see any content in your screenshot, so I am guessing you're not using tracking correctly.

but on statistic if i click usage (on tab statistic) it automatic direct to content (usage)...

Actualy its not a big problem for me.
But if i click on statistics (usage) then it redirect to content tab (usage).
im upload the pict for explain.
i think on statistics i can track everything what user doing in this course link klik filemanager, klik photogalery and etc
