  Can we ensure the survey is complete before downloading the certificate

  Can the this be done:
  
  The user has setup a course so there is a test and a survey. Both the test and the survey must be completed before the student can download the certificate. The questions on the survey are a mix of multiple choice, Likert and open ended. How do we setup the survey so that the student must answer all of the questions before they can download the certificate?

  Typically surveys are not included with a certificate because there are no correct answers on which to base the pass/fail mark.
  
  I don't think there is a way to ensure a survey has been completed, as part of a certificate's requirements.
