Cannot login to admin or other accounts

  Cannot login to admin or other accounts

  Could not remember my administrator password. Look in the database and see the password is encrypted. Tried and few times to log into the login page but now cannot log in with even the tutor account. I think the login page is disabled some how.
  
  How can I get back my admin password?
  and also how to I enabled the login page again?

  If you attempt to login and fail 5 times, the login screen is disabled for an hour. A security feature to prevent repeated attempts to figure out someones password.
  
  As the admin you must manually reset your password in the database. Find the row in the "admins" table, retype the password and save as type "sha1".
  
  For other users click "Forgot your password" on the login screen.
