Actually i want that if any student want to be a instructor and he request for that then he can also submit some file with this.

actually i want that if any student request admin for become instructor then he can also submit some file as cv to show his command on that subject, and academic achievements and and previous experience.

You are certainly welcome to add it.
The developer's document will help you to get start as long as the wiki documentation regarding git since the ATutor central repository has been migrated to github.com recently.
