  I have to publish content and announcement for specific user or groups. and just that user or group can see it.
  is there any way please?

  Content and announcements are not among the features that can be assigned to groups.
  
  You might try setting up File Storage for a group, and make content available there as a downloadable document. You can setup a forum for a group and post announcements to the forum.
