Wondering if submitted tests by students be exported out in anyway. I am aware you can export the questions and statistics, but with regards to the actual submitted tests themselves, can this be done?

Apart from pressing the browser's print button when the test results are displayed, no there isn't a way for students to export a test.

Is this the same even for instructor or even administrator privileges?

There's no export for any user. Just for exporting the data. There is a third party pdf module that might work. PDF Converter. It exports the current page out as a pdf file. It has not been tested with the current ATutor, mind you.
