  Is the file its complaining is missing, actually there in:
  
  ATutor/themes/default/theme.cfg.php

  I don't even see a themes folder. I am looking at the unpacked files and it is not there, nor on the server.

  Was it supposed to be created during the install procedure?

  Sounds like the bundle you downloaded was incomplete.
  
  Download a fresh copy and install again.
  
  Include some more details about the system ATutor is installed on.

  Me too. Has the same problem. When I extracted the 2nd .tar file, there is a message that say the file is corrupted.

  I have confirmed the bundle is fine.
  
  Make sure it is completely downloaded before trying to open it. If it tells you its corrupted, download it again.
