  How can I enable toggling on the content navigation side bar

  Hello, please I'd like to know how to make the items in the content navigation side bar to expand and collapse like the folders on windows explorer do. When I click on the little squares (screenshot attached) that supposedly expand or collapse each level, I get a message "toggle disabled". However much I've tried to find how to enable this feature, I've been unable to do it.
  
  Could anybody give me some guidance on this?

  ATutor version - 1.6.2
  Patch #s applied - no patches
  ATutor theme name - ATutor
  PHP version - 5.2.5
  MySQL version - 5.0.67-community
  Webserver & version - Apache 2.0.63
  Copies of error messages - "toggle disabled"
  Changes to default settings - N/A
  Web browser being used - IE 7.0.5730.13
  ...and anything else relevant -

  They do expand an collapse when you are viewing content outside the part of the menu you want to close.
  
  Otherwise you can't close a section of the menu if you are viewing content in that section.
