I think that it may be useful to publish somewhere shortcuts to manage Fluid theme, since drag and drop by mouse does not work well when used by people who cannot use mouse efficiently.

I think maybe just making the alt text for the drag images more descriptive would do.That can be edited with the language manager.
FYI, it operates by keyboard using CTRL+ arrow up/down.

Yes, this may be good idea. Maybe administrators should have an opportunity to see more details in description of theme in the list of themes.

Thanks on very nice link. I think that keyboard shortcuts for moving menu here or there may be useful for left handed people and those who form various reasons cannot keep their attention on whole screen all teh time. Thus, pressing Ctrl + (something) can help them to move the menu here or there. This is useful for those who are not able to use mouse.
Thus, information on keyboard shortcuts may be displayed in option to choose theme whether from administration panel and maybe as text in tooltip appearing when we select theme from the users menu. Maybe there should be a sort of link that will open accessible About page on which may be described why reordering may be useful and how to do it.
