Hi,
I'm looking for an easy way to have a common file storage among all users. Is there a way to add everyone to a group so everyone in the group (aka, every user) can share all the files associated with that group?

The same way you'd create groups for other purposes. See the Handbook pages on creating groups.

I have looked at the documentation and it isn't quite fulfilling what I need. I need a main tab at the top that is present on the start page that links to a General File Storage Area.
However, it looks as though File Storage has to be tied to a Course, otherwise the vitals.inc.php sees that a Course Session ID is not set and redirects the user to the start page.
I was wondering if there is a way to circumvent this. I simply need to link to a general file storage area from the Start Page.

File Storage is associated with a course, and in its current version could not be used outside a course.
Of course just about anything is possible with some programming, if you wanted to try modifying the module to work outside courses. If you do, build your changes into a patch that can be applied using the Patcher Module, and if things work well, we may be able to apply your changes to the public distribution.
